If I am a landlord with a master-metered account, can I be contestable?
|
|
Consumers with master-metered accounts (landlords) are not automatically classified as contestable consumers in the current phase of retail contestability. However, master-metered accounts that fulfill the following criteria may apply for consideration of contestability status:
(a) You are taking high tension electricity supply or have an average monthly consumption of 10,000kWh and above (calculated based on actual past consumption for a period of up to 12 months prior to application);
(b) All your tenants (sub-metered accounts) agree to allow you to buy electricity en bloc on their behalf (You will have to provide a list of all your tenants and their respective account numbers).
(c) Neither you nor any of the sub-metered tenants (if any) are residential consumers;
(d) Your licensed electrical worker (LEW) shall take charge of the operation and maintenance of the electrical installation for the entire building/premises (including those in your tenants' premises). This requirement does not prohibit your tenants from appointing their own LEW to take charge of the electrical installation in their respective premises under a separate electrical licence.
The application form for master-metered contestability applications is available on SP Services' website at www.mssl.com.sg. Application forms for master-metered contestability status are to be submitted to SP Services for processing. After the application has been processed, SP Services will then forward your application to the EMA for consideration.

How do I know if I am/will be classified contestable?

If you have not been classified contestable and would like to be contestable, you can check with SP Services Ltd at Tel: 1800-233 8000 on the requirements for application of contestability status.

What are the ways I can buy electricity in the liberalised electricity market?

There are 3 ways you can buy electricity in the liberalised electricity market.
1) From a licensed electricity retailer; or
2) Directly from the wholesale market; or
3) Indirectly from the wholesale market through SP Services Ltd.

What are EMC, MEUC, EMC/PSO administrative charges and Regulation charges?
|
|
Electricity charge (energy charge) comprises four components viz (1) uniform Singapore energy price (USEP) and Hourly Monthly Uplift Charge (HEUC), (2) monthly energy uplift charge (MEUC), (3) EMC and PSO administrative charges and (4) regulation charges.
Under the former electricity pool, these charges were bundled together as the Pool Sale Price (or PSP). In the national electricity market, these charges are itemised separately for greater transparency.
The USEP is the traded price of electricity at each half hour. The HEUC is the difference between payments made by EMC and the receipts received by EMC at the wholesale market. The differences arises due to transmission losses.
The MEUC is paid to generation companies for provision of ancillary services that are necessary for power system security. Ancillary services are essential to ensure that when lights are out, they can come back on quickly.
The EMC administrative charges are to recover the Energy Market Company (EMC)'s cost of operating the wholesale market as the market operator. The market operator's role is to facilitate competitive trading of electricity between generation companies and electricity retailers and conduct wholesale settlement for market participants.
The PSO administrative charges are to recover EMA's cost of power system operation. Power system operation encompasses co-ordination of electricity generation and operation of the transmission system to ensure the reliability and security of the electricity system in Singapore.
Regulation charges is the price paid to the generation companies for being able to meet instantaneous changes in demand.
The above charges are part of the costs to retailers in procuring electricity. Different retailers may present their pricing packages differently. The pricing package charged by a retailer is a commercial arrangement between the retailer and its customers.
